Meeting of the Parish Council – Minutes

A meeting of the above Council was held on Wednesday 6th July 2022, at the Town Hall commencing at 7.00pm.

Public time
Pete Adams, the new Chairman of Wickwar Wanderers Football Club, attended the meeting to introduce himself and to meet members of the Council. Pete wants to represent the club as a whole, to encompass the junior and senior sections. The refurbishment of the Pavilion was discussed where plans need to suit both sections of the club and also the wider community. Cllr Fielding will work towards a project manager attending the Council’s September meeting to present some draft plans. Pete will send the football club committee meeting dates to the clerk to ensure Councillor representation.
A parishioner attended to introduce plans for a new Wickwar Creative Arts Group. The group has 12 members already and is hoping to attract more and to begin meetings from September. They will meet at the Church rooms. The Parish Council is happy to use its website and social media presence to assist with publicising the new group.
Cllr Carroll wished to discuss ways to support the organisers of the Wickwar Games as it has been difficult to attract sponsors this year. The Parish Council would like to provide a perpetual cup or shield for winners of some of the races. Cllr Carroll to discuss with the organisers how would be best to assist.

6.7.22 Planning – For the Council to NOTE the following planning decisions & notices
6.1 P22/02545/HH – 19 Inglestone Road Wickwar. Erection of a single storey front extension to form additional living accommodation. (Re-submission of P21/06413/F). Decision: Approve with conditions

7.2 P22/03440/RVC – 2 Cowship Cottages Cowship Lane Cromhall. Variation of condition 2 attached to P21/00436/F to substitute plan number 1237-20/3201 with 1237-20/3201 Rev A.

7.3 P22/03541/HH – Westend House West End Wickwar. Demolition of existing ground floor rear extension and erection of new single storey rear extension to form additional living accommodation. Demolition of existing first floor conservatory to form first floor terrace. Infill of existing rear under croft area to form garden room, WC and shower.
RESOLVED: No objection
7.4 P22/03540/LB – Westend House West End Wickwar. Internal and external works to include demolition of existing ground floor rear extension and erection of new single storey rear extension to form additional living accommodation. Demolition of existing first floor conservatory to form first floor terrace. Infill of existing rear under croft area to form garden room, WC and shower. Replacement of 2no. existing metal framed windows with 2no. sliding sash windows to match existing. Opening up of internal existing kitchen walls and repainting of exterior of dwelling in a limestone colour.

7.5 P22/03003/F – Land At Captains Farm Hall End Lane Wickwar. Erection of 1 no. agricultural storage building (retrospective).

7.6 P22/03640/HH – Westend Grove West End Wickwar. Demolition of existing single storey swimming pool extension. Erection of single storey rear extension to form additional living accommodation and front entrance portico.
RESOLVED: No objection

ITEMS FOR DECISION

8.7.22 To CO-OPT Allan Parris to the vacancy of Councillor
Cllr Parris signed the Declaration of the Acceptance of Office witnessed by the clerk who duly also signed the acceptance forms
9.7.22 To ACCEPT the terms and conditions of the external payroll company and to sign the application forms
It was proposed, seconded and RESOLVED to accept the terms and conditions of the payroll company and the forms were duly signed
10.7.22 To APPROVE the use of the KGV pavilion and outside power socket by WPFA for the Wickwar Games
It was proposed, seconded and RESOLVED to agree to the use at the Wickwar Games on July 16th
11.7.22 To CONSIDER correspondence from Renewal Energy Systems Ltd regarding new solar energy sites (see agenda notes)
The correspondence was noted however there is no detail currently on the exact location or a firm planning application to consider
12.7.22 To APPROVE fitting of the second bench on the Amberley Way/Burleigh Way green and chase fitting of paving slabs in front of current benches and play area gates
In line with the previous license granted by South Glos council it was proposed, seconded and RESOLVED to arrange for the fitting of the second bench and also request the fitting of paving slabs in front of all benches and the play area gates
13.7.22 To CONSIDER quotations for the purchase of defibrillators for the Pavilion and Youth Club
The clerk is still awaiting a third and final quotation and will present all quotes to the next meeting. Work has also continued to gain permission from South Glos Council to use the Youth Club building for a site

REPORTS

14.7.22 To RECEIVE a report from the Ward Councillor.
Ward Councillor Trull reported that South Glos have launched a housing strategy consultation. There is a strong focus on sustainability in development and encouraging thriving communities and neighbourhoods. Councillors were encouraged to respond to the consultation.
15.7.22 To RECEIVE verbal reports from Councillors who are Trustees or Committee members of the organisations listed below, and to take decisions as necessary:
15.1.7.22 King George’s Field
A separate meeting of the Parish Council as trustee of the King George’s Field followed the Council Meeting
15.2.7.22 Wickwar Community Centre
Cllr Fielding reported that there were no concerns from the last committee meeting. The school is undertaking work to its fire alarm system during the summer holidays which will impact on the use of the hall, however the school have found alternative rooms which can be used for the holiday club sessions
15.3.7.22 Wickwar Town Hall
The new plaque to commemorate the Queen’s Jubilee and the clock face restoration has been collected and fitting will be arranged. The date for building works to commence has been pushed back to the start of 2023
15.4.7.22 Wickwar Cemetery
The cemetery extension is still on hold until soil samples are analysed. The clerk has chased the consultant who carried out the work
15.5.7.22 Wickwar Youth Club

16.7.22. To RECEIVE the play equipment inspection for June (circulated)

17.7.22 To RECEIVE the register of correspondence received
• Extinction Rebellion Youth Bristol contacted the Parish Council regarding their campaign for free bus travel for under 30s. The Council thanks them for their correspondence but does not feel that they can support such a campaign
• WEC wrote to the Parish Council to express their thanks for the financial support given to them in the form of a grant for insurance and toilet costs and also for lighting the beacon as part of the Platinum Ball celebrations
• Bruno Peek, the Queen’s pageant master, wrote to the Parish Council to express thanks for participating in the Jubilee Beacon chain. A certificate was also sent for which the clerk will arrange printing and framing

REQUESTS FOR FINANCIAL ASSISTANCE

18.7.22 To CONSIDER and take a DECISION on an application from WOOSC regarding summer holiday provision
It was proposed, seconded and APPROVED to give £200.00 to WOOSC for these sessions
Cllrs Trull and Houghton declared an interest in the above and did not take part in discussions

19.7.22 To CONSIDER and take a DECISION on an application from Green Community Travel Ltd to purchase dashcams
It was proposed, seconded and APPROVED to give £200 towards the dashcams but no more

23.7.22 To CONSIDER the selection of another bank paying a higher rate of interest

The savings rate at Unity Bank has increased and with further rate increases expected it was RESOLVED to revisit savings options at the next meeting

Cllr Fielding checked a sample of invoices against bank statements and completed and signed an internal control checklist
